There might be a case for doing that for the annuals and fanzines, but not for the mags because not much would change. The annuals and fanzines have their own rules (which I think are very lax in some cases). If we had a rule that said books published in fanzines should be omitted, it would be a good start. But the problem with that is that while there may be fanzines that don't follow the other usual rules, there are also fanzines that, for example, don't tell fans that the stories are from a single author, they don't provide a copyright notice, or they list the writer as the publisher, so they don't follow the usual rules. I think that's OK because I think the fanzines are very different from the mags and even if they all followed the fanzine rules, they'd still be very different. But it's a lot to ask, so I think we'll just need to set up our own separate rules for the fanzines.
What I'm saying is that we can have a rule that says that any publication mentioned in the text belongs in the pubdate, but only if the text contains all the usual title elements. If we have a rule like that, then it doesn't affect the fanzine situation. And for books, if we have a rule that says that fans of a certain kind will only have the standard pubdate information, that's fine (it's an annoyance to have to check the pubdate of each publication, but that's the only way to be sure you're getting the right one). The fanzines we have are generally reviewed regularly, so if we know there's a publication date, we can either look it up or get the publisher to give it to us.
