If a country has launched a land invasion, it will not be able to execute a naval invasion of the same region again. If there is no land invasion or a land invasion (if the player is attacking) in progress in the region the naval invasion is destined to, the naval invasion may not be executed.
A naval invasion may only be executed if there is no land invasion or a land invasion (if the player is attacking) in progress in the region the naval invasion is destined to. If a naval invasion is launched, that country may only execute a single land invasion. In the same region, a land invasion may be executed only once (in one turn) and only if the previous invader has surrendered.
Naval invasions are generally executed in conjunction with land invasions. Each naval invasion may only be executed in one turn; it may not be cancelled or partially executed if circumstances change.
Players can use a Tactical Maneuver (see below) to ease penalties (use the '-' key to enter the move). The penalties for naval invasions are independent of any such maneuver; any of the four steps of a naval invasion (described above) may be blocked by fortifications or defenders. In some circumstances, a division may be unable to perform a task (generally an amphibious landing, but also a encirclement , or a full-fledged breakout manoeuvre). In such cases, no penalties are applied to the division.
Each of the invasion's steps (of which there are two) can be obstructed (or 'blocked') by fortifications or enemies; check the tooltip to see what abilities and penalties each of these conditions have on the progress of the invasion.
[1] This assumes that the attackers have naval supremacy rather than naval supremacy and an army on the ground. If the players have naval supremacy, but the attackers do not have an army on the ground, all armies will be subject to the naval invasion rules.
